Emergency Communications/Alarm Systems

Smoke Detection - Fire Alarm

In the event of a fire, smoke detection systems will activate the alarm automatically.  The alarm for a building-wide evacuation will be the sound of the fire alarm.  All employees and students are required to evacuate the building, unless authorized to remain by local emergency authorities.

Fire Alarm Station (Pull Station)

The fire alarm is activated by pulling down the face of one of the pull stations located throughout the buildings.  All employees and students must become familiar with the location of these stations in their area and how they work.

Emergency Alert System (EAS)

EAS boxes are located throughout campus.  EAS boxes broadcast severe weather alerts and civil defense messages.  Upon hearing an alert from the EAS, it is recommended you visit the news and weather sources for additional information.  The Emergency Operations Center may also broadcast emergency notifications through the EAS boxes and campus television and radio stations.

CityWatch

UWRF has the capability to send mass emergency notifications via email, voice messages, and text messages through the use of CityWatch notification system.  To ensure you receive appropriate emergency notifications, login to self-service section of eSIS and provide the phone number you wish to have voice and text notifications sent to.

Updates regarding the university response to emergency situations will be posted in a clearly visible location on the UWRF Website at http://www.uwrf.edu.

Medical Emergency

If you recognize a potentially life threatening emergency or if you're in doubt, call 911 (once you have secured an outside line by dialing 9) even if the victim requests that you not do this. River Falls Emergency Medical Services (Ambulance) does not charge for evaluations; the person is charged only if treated and or transported. A person may refuse treatment or transport once the ambulance arrives. You can contact University Police (715-425-3133) to call 911 for you, but staff in the University Police and Student Health Services do not have the training and equipment to respond to and treat persons with medical emergencies. It is vital to get trained individuals and appropriate equipment to the scene to assist the victim as soon as possible.

  1. Call 9-1-1 for medical assistance and advise dispatch that an Automated External Defibrillator (AED) is on the way/at the scene.  Give address, floor, and location to dispatcher.
  2. Send someone to get the AED unit and bring it to the victim.
  3. Send another employee to the building entrance(s) to direct EMS personnel to the scene and hold elevator(s) at the ground floor.
  4. Begin life-saving measures (CPR, first-aid, etc).
  5. If victim remains unconscious, use AED (Follow instructions provided by AED unit)
  6. When EMS personnel arrive, transfer the victim to them for their advanced care.
  7. Find out who the victim is and provide the information to the EMS personnel.
  8. If AED is used, fill out a AED Use Summary Report.

AED and First Aid Locations

The location of Automatic External Defibrillators is outlined in the "Tornado and Fire Procedures" and "Emergency Classroom Procedures" posted on every floor and classroom of university facilities.

First aid kits are available in most administrative offices throughout campus.  Please check with your unit's administrative office for the location of the nearest first aid kit.

Fire
  1. Remain Calm.
  2. Activate the nearest alarm box and call 9-1-1 from a safe location-give address, location of the fire within the facility, and your name.
  3. If the fire is small, fire extinguishers should be used to control the fire.  Only employees trained to use fire extinguisher should put out a small fire.
  4. In case of a major fire, do not attempt to extinguish the fire.  Activate the nearest alarm box and call 9-1-1, and immediately exit the facility.
  5. Do not allow the fire to come between you and the exit.
  6. Disconnect electrical equipment if it is on fire and it is safe to do so.
  7. EVACUATE if you cannot extinguish the fire.
  8. Do not break windows.
  9. Do not open a hot door.  (Before opening a door, touch it near the top.  If it is hot or if smoke is visible, DO NOT OPEN THE DOOR).
  10. Do not use elevators.
  11. Do not attempt to save possessions.
  12. Person who are unable to evacuate the building under their own power should proceed to the nearest area of rescue/refuge.  Volunteers willing to assist these individuals should be identified in each class and department at the beginning of every semester.
  13. Those unable to negotiate the stairs should remain in the emergency stairwell (area of rescue/refuge) until assisted out of the building by the Fire & Rescue Personnel.
  14. Move quickly, in an orderly fashion, to the nearest or designated emergency exit stairwell and then to the outside assembly area.
  15. Once out of he building, move away from the structure.  Go directly to the assembly area for a "heat count".
  16. Do not return to the affected area until told to by appropriate emergency authorities.
  17. Do not spread rumors.

Bomb Threat

Employees must be instructed what to do if a bomb threat call is received.  A calm response to the bomb threat caller could result in obtaining additional information.  This is especially true if the caller wishes to avoid injuries or deaths.  If told that the building is occupied or cannot be evacuated in time, the bomb threat caller may be willing to give more specific information on the bomb's location, components, or methods of initiation.

When a Bomb Threat is Called In, Perform the Following Actions:

  1. Remain calm.
  2. Attempt to keep the caller on the line as long as possible.
  3. Ask him/her to repeat the message.  Record every word spoken by the person.
  4. Ask for the exact location where bomb has been or is going to be planted.
  5. Get as much information as possible about the caller, e.g.., vocal characteristics, race, sex, group affiliation, why the bomb was placed.
  6. Clues from background noises, which might indicate the caller's identification and location.
  7. Immediately after the caller hangs up, report the threat to 9-1-1 and your immediate supervisor.
  8. Check caller ID for caller's phone number.
  9. Remain available, as law enforcement personnel will want to interview you.
  10. Do not spread rumors.

When a Written Threat is Received, Perform the Following Actions:

  1. Remain Calm.
  2. Avoid handling it unnecessarily in order to preserve possible fingerprints, handwriting or type writing, paper, and postal marks.  These will prove essential information in tracing the threat and identifying the writer.
  3. While written messages are usually associated with generalized threats and extortion attempts, a written warning of a specific device may occasionally be received; it should never be ignored.
  4. Call 9-1-1 and inform your immediate supervisor.
  5. Wait for further direction from law enforcement.
  6. Do not spread rumors.

Suspicious Package

When a Suspicious Package is Discovered:

  1. Remain calm.
  2. The finder must not disturb or move the suspected object.
  3. Clear all persons from the immediate vicinity.
  4. Call 9-1-1 and inform your supervisor.
  5. Retreat to a safe distance and warn others to avoid the area.
  6. Be available to provide the whereabouts and nature of the suspected object to reporting law enforcement.
  7. Wait for further direction from law enforcement.
  8. Do not spread rumors.

 

 

Utility Failure

In the event of a power outage, employees are to:

  1. Remain calm.
  2. Remain where you are.
  3. If you are in an unlighted area, move cautiously to an area that has emergency lights.
  4. If telephones are working, call University Police at 715-425-3133.
  5. If directed to evacuate, assist people with disabilities and go to the designated assembly area (see assembly area listed below).
  6. Wait for further instructions from University Police.
  7. If you are in an elevator, it will stop.  Stay calm.  Use the intercom or emergency button to alert University Police.

In the event of an extended power outage:

  1. Unnecessary electrical equipment and appliances should be turned off in the event that power restoration would surge and cause damage to electronics and affect sensitive equipment.
  2. During freezing temperatures, the lines to fire sprinkler systems, standpipes, potable water, and toilets, should be turned off and drained.
  3. Equipment that contains fluids that may freeze due to long-term exposure to freezing temperatures should be moved to heated areas, drained of liquids, or provided with auxiliary heat sources.

Upon restoration of heat and power:

  1. Electronic equipment should be brought up to ambient temperatures before energizing to prevent condensation from forming on circuitry.
  2. Fire and potable water piping should be checked for leaks from freeze damage after the heat has been restored to the facility and water turned back on.

 

Chemical Spill

This section is a description of the procedures to be followed in the event of a chemical spill or leak.  A chemical leak or spill may resemble a building maintenance problem, such as water from a broken pipe.

All employees are advised to exercise caution when approaching and investigating apparent maintenance problems, especially after normal working hours.

When a large chemical spill has occurred:

  1. Immediately notify University Police at 715-425-3344.
  2. If possible, contain the spill with available equipment (e.g., pads, booms, absorbent powder, etc.).
  3. Secure the area and alert other personnel.
  4. Do not attempt to clean the spill unless trained to do so.
  5. Attend to injured personnel and call 9-1-1, if required (see medical emergency procedures).
  6. Evacuate building as necessary.
  7. Contact the Department of Natural Resources spill hotline at 1-800-943-0003.

When a small chemical spill has occurred:

  1. Immediately notify University Police at 715-425-3344.
  2. If toxic fumes are present, University Police will secure the area (with caution tapes or cones) to prevent other personnel from entering.
  3. Deal with the spill in accordance with the instructions described in the Material Safety Data Sheet maintained by the department.
  4. Small spills must be handled in a safe manner, while wearing the proper personal protective equipment.
  5. Review all posted general spill cleanup procedures.

 

 

 

 

Severe Weather

Tornado

  • When the National Weather Service issues a tornado warning move to the building’s designated storm shelter area.  
  • Assist people with disabilities to the designated storm shelter.
  • Remain sheltered until the tornado threat is announced to be over.

Storm shelter locations are identified on the “Tornado and Fire Procedures” posted on every floor of university facilities.


Flood

If indoors:

  • Be ready to evacuate as directed by University Police.
  • Follow the recommended primary or secondary evacuation routes.

If outdoors:

  • Climb to high ground and stay there.
  • Avoid walking or driving through floodwater.
  • If your car stalls, abandon it immediately and climb to higher ground.

 

 

Blizzard

If indoors:

  1. Stay calm and indoors.
  2. If there is no heat:
  3. Close off unneeded rooms or areas.
  4. Stuff towels or rags in cracks under doors.
  5. Cover windows at night.
  6. Eat and drink.  Food provides the body with energy and heat.  Fluids prevent dehydration.
  7. Wear layers of loose-fitting, lightweight, warm clothing, if available.

If outdoors:

  1. Find a dry shelter.  Cover all exposed parts of the body.
  2. If shelter is not available: Prepare a lean-to, windbreak, or snow cave for added protection against the wind.
  3. Build a fire for heat and to attract attention.  Place rocks around the fire to absorb and reflect heat.
  4. Do not eat snow.  It will lower your body temperature.  Melt it first.

If stranded in a vehicle

  1. Stay in the vehicle!
  2. Run the motor about ten minutes each hour. Open the windows a little for fresh air to avoid carbon monoxide poisoning. Make sure the exhaust pipe is not blocked.
  3. Make yourself visible to rescuers.
  4. Turn on the dome light at night when running the engine.
  5. Tie a colored cloth to your antenna or door.
  6. Raise the hood after the snow stops falling.
  7. Exercise to keep blood circulating and to keep warm.
Civil Disturbance

No standard procedure can be established for all civil disturbances or demonstrations because they will vary in their nature and in the kinds of problems they present due to the character and number of the participants involved and the atmosphere in which they occur.  Thus, any plan must have sufficient flexibility to fit the situation as it develops.  University Police will coordinate actions for handling civil disturbances and demonstrations.  When possible, the following information should be obtained prior to the demonstration and furnished to University Police:

  • Name of the sponsoring organization
  • Time of the demonstration
  • Proposed schedule of events
  • Exact location
  • Activities planned
  • Purpose of demonstration
  • Projected attendance
  • Character and temperament of those expected to participate

University Police will plan for the actions to be taken if persons gain entrance to the building and then begin a demonstration, either individually or as a group.

Workplace Violence

Employees and visitors may become aware of a violent act by the sounds of an explosion, gunfire, scuffling, or by observation of events that could only be intentional acts of violence. The person(s) who observe(s) these life-threatening acts should immediately call 9-1-1.
 
Law enforcement and the Emergency Operations Center Team will attempt to communicate to everyone in the building, to the extent possible as time and capabilities permit, that a perpetrator of workplace violence is in the building. This may be done via word of mouth, telephone, text message, email, the Emergency Alert System, and where applicable, voice enabled fire alarm systems and classroom intercoms.

Different types of workplace violence require different actions

Explosion

If an explosion occurs, building occupants should leave the building using the same evacuation plan and procedures as they would for a fire.

Gunfire

If you become aware of gunfire occurring in the building, take refuge in a room that can be locked. The room should also provide limited visibility to anyone that is outside of it. Secure the door and hide under a desk, in a closet or in the corner. Do not leave the room for any reason until police have searched the building and given you permission to leave the room.

Physical Threat

If someone's actions pose a physical threat to you, evacuate the area. Call 9-1-1.

Hostage Situation

Immediately vacate the area, take no chances to endanger the life of the hostage. Contact local police at 9-1-1.

In the event someone is hurt and/or a fire is caused by these events, follow the medical emergency and/or fire procedures outlined in this guide.

Disturbing or Disruptive Behavior

Behaviors that do not present an immediate threat to others, but are disruptive to the educational environment, or raise concern about the welfare of the individual demonstrating the behavior, should be referred to the Behavior Intervention Team (BIT).  These behaviors can be reported to the BIT by contacting the Office of Students Rights and Responsibilities at 715-425-4555.
