General Services

The Parking Department is authorized by Wisconsin Administrative Codes 18.05 and 18.06 to enforce parking compliance of University parking regulations. A citation will be issued to any vehicle parking in violation of published or posted parking regulations.

Refusal to pay fines, fees, or forfeitures will result in holds on University records, vehicle tow and impoundment, referral to a collection agency and possible DMV hold.

The Parking Department is responsible for the enforcement of parking regulations on University lands. Parking on the city streets is enforced by the River Falls Police Department. To receive information regarding city parking, refer to their website at www.rfcity.org.

Vehicles found parking in violation of University regulations may be towed and impounded at the operator's expense.

Abandoned Vehicles

Vehicles left on university property without proper registration, or a valid permit for more than ten days will be considered abandoned and will be towed and impounded at the owner's expense.

If the vehicle is not claimed within thirty days of the letter sent out by local towing companies, the towing service will begin proceedings to dispose of the vehicle.

When these proceedings have been completed, the university shall be absolved of all rights/responsibilities to the vehicle and the vehicle shall become the property of the towing service.

Chronic Violator

Chronic Violator Status happens when a vehicle and/or customer has received ten (10) citations within a 13-month period beginning August 1st through August 31 of the following year. Once Chronic Violator status is reached, citations are issued each time the vehicle is found in violation. One citation is issued for the violation and one for the chronic violator violation. Chronic violator citations are $100 per violation.

University Police and Parking has the authority to revoke parking privileges and/or tow and impound vehicle(s), including those of chronic violators. Vehicles are tow eligible if a balance of $100 or more is accrued by a vehicle and/or customer.

*Effective August 1, 2020, the time frame for chronic violator citations for vehicles and/or customers receiving more than ten (10) citations has been adjusted to August 1st and ending August 31 of the following year.

Citation Appeals

A citation may be appealed by completing a Parking Citation Appeal within 14 days of the citation date. Appeals are heard by a committee multiple times a semester during the academic year. The committee is comprised of students, faculty, and staff of the University. If you wish to volunteer for the Parking Appeal Committee, please contact your representing senate. The decision of the Parking Appeal Committee is binding to both the appellant and the Parking Department.

Seldom granted appeals include lack of knowledge of the parking regulations, forgetfulness, late for class, inability to find a parking space, parking in a reserved or disabled space without displaying a proper permit, receiving information about parking from another source besides the Parking Department, using your flashers to indicate that you will "only be a minute," and parking in a fire lane. 

Citations received in the meters can only be appealed on the basis of meter malfunction. A Meter Citation Appeal must be received within 14 days of the citation date. A malfunction status can change at any time, therefore it is in the citation holders’  best interest to appeal the citation immediately.

* This fine may include, but is not limited to, revocation of parking privileges for the current and following academic year. If a permit is revoked, there will be no refund of the permit value.

Vehicles remaining in violation will be subject to additional citations. Citations will be reissued for the same violation in the same location each 24-hour period. Vehicles that move and reviolate are subject to additional citation(s).

Payments may be made at the UW-River Falls Parking Office, 103 Regional Development Institute, by U.S. mail, campus mail, or through university collection drop boxes located at 103 Regional Development Institute. Unpaid fines are subject to escalate at 14, 90 and 365 days. Fines may continue to escalate up to $200. Some restrictions may apply.

Disabled Parking

Spaces for use by the Disabled Parking Permits are identified in selected lots by Disabled Parking signs. Spaces are designated in lots A, B, C, E, G, H, I, O, P, PAY1, PAY2, PAY3, S, T, U, Fourth Street (campus side-south of Cascade Ave) and on the Service Roads by the residential halls (see signage). 

Vehicles must display a state issued Disabled Parking Identification Permit/Placard/Plate or possess a virtual Temporary University Disabled permit when using these spaces.

Any disabled parking identification permit that is hanger type must be displayed from the rear view mirror.

Enforcement of these spaces is 24 hours per day, 7 days a week.

Motor vehicles parked in areas designated for the Disabled Parking without proper plates or permits may be cited and towed at the owner's expense.

A disabled parking permit is only valid in disabled spaces or non-reserved pay by space parking without paying the fee. Disabled parking permits are NOT valid in an employee permit parking space, student permit parking space or visitor parking space.

State temporary physically challenged parking permits can be obtained from the Department of Motor Vehicles http://www.dot.wisconsin.gov/drivers/vehicles/disabled/index.htm .

To apply for a UWRF temporary disabled parking permit:

  • UWRF Students must contact Disability Resource Center at 715-425-0740
  • UWRF Employees must complete the application and contact Parking at 715-425-3333.
  • Official documentation including the physicians name, address and other pertinent contact information will be required.
  • University temporary disabled permits will be issued for a maximum of 4 weeks.
  • University temporary disabled permits are not necessary if you hold a state issued disabled permit/placard/plate.

Disabled permits are not valid in regular parking spaces within employee or student lots or any reserved/restricted parking space.

Disabled overnight parking November 1 through April 1 is not allowed on service roads.

Emergency Parking

If a vehicle breaks down, severe weather conditions exist, or a personal emergency prevents you from moving your vehicle, contact the Parking Department 715-425-3333 during regular business hours or a University Police Officer 715-425-3133 after hours.

A vehicle cannot be authorized to remain illegally parked in disabled spaces, blocking traffic lanes, fire lanes or when it presents a safety hazard.

Equipment Checkout

University Police and Parking has equipment available for check out. A driver’s license or University ID is required as a deposit at the time of checkout. The equipment is available for pickup in the office and requires a release form for check out. 715 Wild Rose Avenue, 103 Regional Development Institute during business hours M-F, 7:45 a.m.-4:30 p.m. Outside of these hours please call 715-425-3133 to check out the jump starter pack.

Parking Lot Security Tips
  • Check your vehicle frequently.
  • Lock all doors and roll windows up tight.
  • Do not leave valuables in plain sight.
  • Park and walk in well-lit areas.
  • Crimes or suspicious persons should be reported to the University Police Department.
  • Ice or maintenance problems should be reported to the Parking Department.
  • Drive slowly through campus parking lots at a speed below 10 miles per hour.
  • Look under, around and in the back seat of your vehicle as you approach it.
  • Do not walk alone at night. The University Police Department provides walking escorts. Call 715-425-3133 to request an escort.
Flood Plain Areas

N lot is located in a floodplain and is subject to flooding.

This situation will normally occur only when there is a great deal of rain in a short period of time or a fast snow melt in the spring. University Police and Parking will notify the residential hall staff via the emergency alert system when these weather conditions occur.

It is the responsibility of the vehicle operator to be aware of these weather conditions and to be prepared to move their vehicle if severe conditions should occur. Vehicles should be removed from N lot and parked in PAY3 unless otherwise directed by the Parking Department.

The University Police and Parking Departments are not responsible for any vehicles that are damaged due to failure to remove a vehicle. The University Police and Parking Departments has the authority to tow any vehicle, at the owner's expense, that are left in N lot should a flood occur.

Motorcycles, Mopeds, Motor Scooters

A permit or payment is required for all motorcycles, mopeds or motor scooters and they must be parked in designated stalls/areas located within E, G, I, P, PAY1, PAY2 and PAY3 lots. If all designated stalls are full, please contact the Parking Department for alternate parking locations.  

Parking motorcycles, mopeds, or motor scooters on sidewalks, curbs, bike racks, etc. is prohibited and is subject to a citation.

Such vehicles may not operate off of roadways. Operation off roadways, could result in a citation of up to $249.00 and impoundment.

Parking is prohibited in Motorcycle / Moped / Motor Scooter areas from December 1st - April 1st with the exclusion of G lot.

Parking Enforcement

ALL PERMITTED PARKING SPACES:
Enforced 24 hours a day including overnight from 7 p.m. Sunday through 7 p.m. Friday, 12 months a year. Examples:

  • Student Permit Spaces
  • Employee Permit Spaces
  • Motorcycle, Moped, and Motor Scooter Spaces

Snow Removal Policy

The UWRF snow removal policy is in effect from November 1st through March 31st each year. Roadways, sidewalks, employee lots will be plowed first, followed by entrances/exits and the main traffic lanes in student lots. These actions are necessary to preserve access for emergency vehicles.

For liability reasons the vehicle owner is responsible for removing snow immediately surrounding their vehicle. Please be prepared for winter weather by carrying a winter car emergency kit, including a snow shovel for your safety.

 

Snow Emergency

If conditions warrant, a snow emergency can be declared by the Chief of Police in collaboration with the Director of Facilities Management and Grounds.  In the event of a snow emergency, an email will be sent to the affected permit holders instructing them to move to an approved location within a specific timeline. All deadlines are strictly enforced. Vehicles that fail to vacate or return to the designated lot within the timeline may be cited and/or towed at the owner’s expense.

 

Snow Plow Operations

Please be attentive to plows and snow removal equipment on streets, sidewalks and parking lots. For personal safety, it is advisable to stay a safe distance away from this equipment as the equipment operator’s view may be obstructed.
